Past President- Michelle Rodriguez

Michelle Rodriguez began her career in municipal government in 2007. Serving in various capacities has allowed her to gain experience in several departments and committees with multiple municipalities within Prince George’s County, Maryland. In 2021, Michelle joined the City of College Park Human Resources Department. Previously, she worked in the Town of Berwyn Heights as the Treasurer and Employee Benefits Manager, and thankful to the support of her family, Michelle was able to complete the requirements of a bachelor’s degree in Business Administration from the Interamerican University of Puerto Rico while learning and adjusting to the most important role of being a mom. Being a firm believer that it is never too late to learn a new skill, Michelle obtained a master’s degree in Human Resources from the University of Maryland Global Campus after her daughters were in college. She holds certificates in Human Resources Management and the International Public Management Association- Senior Certified Professional. She is a fellow of the Academy of Excellence for Municipal Government.

Michelle likes helping the community by volunteering at Casa de Maryland and at St. Michael the Archangel Parrish and serves on her homeowner’s association board. She is eligible for certification as an interpreter for the Maryland Judicial System. During her free time, you might not find her within the State of Maryland; she enjoys traveling with her family and exploring other cultures and countries.

Michelle is a member of the IPMA-Patuxent River Basin Chapter and holds the position of Past President.

Secretary- Jakiaman “Jay” Jones

Jakiraman Jones is a Human Resources professional experienced in executing and delivering sound practices that align business objectives and organizational needs. Jakiraman Jones is a Human Resources professional experienced in executing and delivering sound practices that align business objectives and organizational needs. Ms. Jones’ expertise includes recruitment, benefits, retirement, analytical, advisory, and consultative services relating to Human Resources and the interpretation of policies, procedures, laws, and regulations.

She has been an employee with the State of Maryland for over 19 years. During her 19 years as a Maryland State employee, she served in the following capacities: Recruitment Manager, HR Officer, two terms as an HR Officer I, HR Administrator, Management Associate, and Lead Residential Advisor.

Currently, Ms. Jones serves as a Recruiter for the Maryland Department of Juvenile Services (DJS). In this capacity, she reviews applications and resumes for appropriate classification and ranking of candidates; develops scoring matrices for the interview panel scoring of candidates; prepares job advertisements for local and national publications; and implements special recruiting activities for job fairs and college campuses.

Prior to her employment with DJs, Ms. Jones worked for Maryland Public Television, the Department of Public Safety and Corrections with the Parole and Probation HR Unit, and the Maryland Department of Labor. She is recognized for her outstanding professional achievements and has received several performance awards.

Jakiraman is an alumnus of the University of Baltimore, where she earned her Bachelor of Science Degree in Human Resource Management. She also holds an Associate’s Degree in Computer Information Systems from Baltimore City Community College.

Currently, she is a member of the IPMA-Patuxent River Basin Chapter. She holds the position of Secretary on the board and has served as Member-At-Large for the past three (3) years. She also is a member of the Society for Human Resource Management (SHRM) and the Chesapeake Human Resources Association (CHRA) and volunteers on the Spring Conference and Diversity and Inclusion Committees.

Jakiraman is a positive and passionate role model and conducts herself with dignity and veracity. She has a passion for service and is dedicated to giving back to society. Her favorite quote is, “to whom much is given, much is required.”

She exhibits excellent interpersonal and communication skills and is dedicated to providing outstanding customer service.

Patuxent River Basin Chapter

Current Board Member at Large - Claudia Barber

Claudia Barber has been a licensed attorney for more than 34 years. She currently works in Human Resources for the City of Annapolis, where she serves as the city’s EEO Officer investigating employee grievances.

For 10 years, she served as a DC administrative law judge for the DC government. In 2016, she ran for a judge on the Circuit Court for Anne Arundel County. After winning the primary election, she became the first African American woman to advance to the general election, and she was defeated in the general election.

She served as president of this IPMA chapter during 2020-2021 when the IPMA- HR Patuxent River Basin Chapter received the regional Chapter Award of Excellence. Other notable accomplishments include:

  • Recipient of the 2022 Dr. Martin Luther King Drum Major for Justice award
  • Recipient of 2022 Sojourner Truth Award in celebration of Black History Month from Office of Anne Arundel County Executive
  • Recipient of 2019 Her Story award from Office of Anne Arundel County Executive
  • Recipient of the 2016 Anne Arundel County NAACP president's award.
  • Serve on Anne Arundel County Transportation Commission 2019-present

Member at Large- Yvonne Odoi

Yvonne Odoi is an administrative professional with over 20 years of responsible and progressive experience in administration and office management.  Her professional experiences include program management, employee recruitment, meeting and event planning, and organizational development.

Yvonne Odoi is currently the Assistant to Town Manager for the Town of Berwyn Heights, where she has worked for the past 15 years.  In her current role, she is responsible for the recruitment and administrative HR support of the Town’s employees. Yvonne Odoi also manages administrative projects, operates the Town Center rental facility, and oversees the residential tax credit program.  In 2015, Yvonne has served as the Administrative Coordinator for Berwyn Heights where she was the main point of contact for residents and employees and provided administrative support to staff. It was at this time that her then-manager encouraged her to pursue her interests in HR and her co-worker introduced her to the PRB chapter of IPMA.  Prior to Berwyn Heights, Yvonne Odoi worked for Riggs Bank as Tier II Rep assisting customers and clients with administrative banking needs.  

Yvonne Odoi is currently a member of SHRM.  Although she has been a member of PRB for a number of years, this is her first position as a Member-at-Large and Yvonne Odoi is looking forward to working with this board and being a resource to the community.
